Лошарик сам по себе не плавает вроде. Его цепляют снизу АПЛ - "матки". Есть версия, что утонула основная АПЛ "Оренбург". А на лошарике эвакуировались высшие офицеры. Это объясняет такую концентрацию адмиралов 1-го ранга среди погибших.
